ILO 5 hponcfg RIBCL error "Minimum password length value exceeded."

Hi All, seeing this error when trying to apply ILO config. ILO is out of the box and default, only our adm in user has been added.

I'm logging in (I think, I'm not ILO export) via

C:\Program Files\Hewlett Packard Enterprise\HPONCFG\hponcfg.exe  /f config.xml

<RIBCL VERSION="2.1">
<LOGIN USER_LOGIN="xxRemote" PASSWORD="1234567890">

That's not the password, but it's the same amount of characters. 

Can anyone offer advice please.
