Yes, it worked perfectly! It looks like my problem was using os-independent files (eg ilo5_145.fwpkg) instead of bin files extracted from Windows executables (eg ilo5_145.bin). Which brings a question: what are the fwpkg files for? Thanks!

fwpkg, is also firmware update file. Usually this works for firmware update. This file availalble for Gen 10 ILO and bios firmwares

However in ILO-5 Userguide are written:
These firmware types require that you power off the server before installation. The changes take effect after you power on the server. Power off the server and wait 30 seconds if you will update...

Different file formats, different instructions.
There is (maybe was) a *.bin format for install via ILO in powered off status.
Nowadays there is probably only the *.rpm format for use with SPP or in Linux directly - off course while running.

Intel Turbo Boost Technology is enabled by default on supported processors. You can disable or enable the technology with a switch in the BIOS. No other user-controllable settings to change the Intel Turbo Boost Technology operation are available. Once enabled, Intel Turbo Boost Technology works automatically under operating system control.
Enabling or disabling Intel Turbo Boost Technology
- From the System Utilities screen, select and press Enter.
- Select a setting and press Enter.
- Enabled—Enables the logical processor cores on processors supporting hyperthreading technology.
- Disabled —Reduces power usage and also reduces the system’s maximum achievable performance under some workloads.
- Press F10.

Installation ILO firmware *.rpm files in Debian
Hi guys,
according ILO Userguide I can apply for firmware_file_name.RPM files:
#rpm2cpio <firmware_file_name>.rpm | cpio -id
and subsequently I run hpsetup by typing ‘./hpsetup’ at the command prompt.
Is this method correct for debian?

I have not tried in Debian but it worked for me in readhat and centos so
it should work in debian as well.
Install "rpm2cpio" package if not avaialble in Debian.
